Position Description

EnCompass LLC seeks a Deputy Chief of Party (DCOP) for an upcoming five-year activity for the USAID Mission in Guatemala focused on reducing the negative social and economic impacts of Gender Based Violence (GBV) in targeted areas of Guatemala. The proposed Guatemala GBV Prevention and Response Project aims to support women, children, adolescents, and other vulnerable groups impacted by GBV and intrafamily violence in targeted communities with high rates of violence and out-migration to the United States.

The DCOP will support the Chief of Party (COP) on day-to-day project management, administrative oversight, and supervision of implementation and quality assurance of all technical activities. The DCOP will be the liaison with local implementers and multi-dimensional key stakeholders in the field and deftly and diplomatically manage sometimes difficult implementation issues while sustaining good interpersonal relationships with counterparts. The DCOP will supervise technical and administrative staff, and oversee the work of project partners to ensure a one-team collaborative approach.

Position Duties and Responsibilities

  • Directly support the COP in their role and acting on their behalf as needed
  • Oversee the technical, finance, and administrative aspects of the contract, including staff management and quality assurance
  • Provide strategic direction and guidance to partners and staff on technical activities, including activities aimed at preventing GBV at the community, municipal, and national levels, building the capacity of key stakeholders to respond to GBV, supporting recovery and empowerment of GBV survivors, and improving research and analysis of GBV and its impact on development, national security, and migration
  • Work with the COP to co-design annual work plans as well as partner and staff scopes of work, ensuring alignment with the overall Activity Theory of Change and Objectives
  • Serve as a project representative and liaison to local implementers and multi-dimensional key stakeholders, including women, men, LGBTQI+ groups, indigenous, vulnerable, and counterparts from government, civil society, private sector, indigenous organizations, support centers, other USAID activities, and LGBTQI+ organizations
  • Reviews technical work plans and deliverables to ensure consistency with USAID quality standards and contract requirements
  • Work closely with the COP and the EnCompass Home Office Finance and Contracts teams to develop, manage, and maintain the project’s financial, operational, and contract systems and processes, ensuring compliance with USAID requirements (i.e., FAR, ADS, FAM, grants under contracts), Guatemalan law and EnCompass LLC organizational policies and enabling transparency, accountability and accuracy
  • Provide direction and guidance to subcontractors and staff on compliance issues, procurement standards / requirements, and other administrative, financial, HR, and logistical questions
  • Oversee the Grants Manager and grants team responsible for the Grants under Contract (GUC) program
  • Oversee Finance and Administrative Manager and accountable for all financial and regulatory compliance related to administrative, procurement, HR, and budgetary processes
  • Accountable for all budget and financial tracking and reporting requirements and respond to related inquiries by USAID and the EnCompass Home Office in a timely fashion
  • Other duties as assigned

Position Requirements

Qualifications

Academic Qualifications :

  • Minimum bachelor’s degree in political science, gender, finance, international development, or a related field
  • Experience and Skills :

  • At least 8 years of management experience with direct supervision of technical and administrative staff for USAID programs.
  • Strong experience in gender work and systems-strengthening approaches, with a preference for individuals who have worked in GBV, public health, or violence prevention programs
  • Previous experience managing staff of 10-20 people
  • Proficient in US Government procurement, human resources, and financial reporting processes and requirements
  • Previous experience managing highly complex projects with budgets on the $15-40 million dollar range.
  • Previous experience working in Grants Under Contracts highly preferred
  • Knowledge of applicable Guatemalan laws and policies on financial and procurement procedures and human resources
  • Guatemalan national
  • Excellent communication skills in English and Spanish (written and verbal)
